Coin Well, you probably wouldn't meet the ruler, but you would see their portrait everywhere! Under the Republic, Rome was ruled by a pair of consuls who were elected by the Senate. Beginning in the early 1st century AD, the ruler was an emperor and was usually elected by the army.
